This article examines the effectiveness of New York State's Counterterrorism Zone 4 (CTZ-4).
Abstract
In 2001, New York established the State's Office of Homeland Security which established 16 counterterrorism zones (CTZs) across the State. The CTZs emphasize the critical role that New York State law enforcement plays in combating terrorism. However, CTZ-4 consists of New York's Rockland, Orange, and Sullivan counties, more than 2,000 square miles considered high-risk for potential terrorist activity. This article reviews how CTZ-4 has been an effective example of local, county, and State law enforcement coming together to actively address terrorism with no additional personnel or funding focusing on its structure, operation, training, intelligence, and counterterrorism action teams. CTZ-4 has been able to take the steps it has in addressing terrorism due to a commitment of law enforcement leaders, school officials, and private sector companies involved. The concept of shared leadership has been key in maintaining departments' involvement in the zone. 3 figures
