This report presents a model performance measurement framework for community-based crime prevention, which was developed in 2008-09 by the Australian Institute of Criminology (AIC) on behalf of the Western Australia Office of Crime Prevention (OCP).
Abstract
A performance measurement framework provides the foundation for the structured and systematic collection and reporting of information that relates to program performance. The model performance measurement framework presented was developed to assist OCP and local partners in monitoring and reviewing the ongoing performance of the Community Safety and Crime Prevention (CSCP) Partnerships and Plans across Western Australia. The AIC has recommended that the most practical approach for measuring the performance of CSCP Partnerships and Plans will be to develop a mixed model of performance measurement that combines a self-assessment of performance against clearly defined criteria that relate to qualitative performance indicators, as well as quantitative performance indicators for the outcomes and outputs for which data are available for regular collection. The range of possible quantitative and qualitative performance indicators related to the key elements of the CSCP planning process are appended to this report. The final framework will be largely concerned with indicators related to outcomes and outputs from the CSCP planning process. This report includes relevant data sources for each indicator, time frames for data collection and reporting, and the agency responsible for collecting the information.
