This report reviews progress made in 2010 by the United Nations Office on Drugs and Crime, particularly by its Terrorism Prevention Branch (TPB), in delivering technical assistance on counter-terrorism to member states.
Abstract
The introductory section describes United Nations positions and actions that have addressed global terrorism and the pursuit of effective counter-terrorism measures by member states. This is followed by an overview of the strategy and tools for delivering to member states technical assistance on counter-terrorism policies and tactics. In response to the increased demand for capacity-building assistance, the TPB offers sustained, tailored assistance to domestic criminal justice practitioners involved in the investigation, prosecution, and adjudication of terrorism cases. The TPB has also assisted in strengthening international, regional, and subregional cooperation related to terrorist cases; and it has engaged in expertise-building in specialized thematic areas; this includes the development of tools and substantive publications. This report lists the countries for which the TPB provided technical assistance and programming in 2010. Technical assistance tools are also described. Descriptions of expanded work in specific areas encompass the strengthening of international cooperation in criminal matters that pertain to counter-terrorism; transportation-related security; the suppression of the financing of terrorism; preventing nuclear, chemical, biological, and radiological terrorism; enhancing procedural aspects of countering terrorism; and countering the use of the Internet for terrorist purposes. Other topics discussed are the evaluation of technical assistance delivery and its impact, along with the challenges ahead. The latter include enhancement of the delivery of technical assistance through modalities that provide a conducive response to the evolving needs of member states and the mobilizing of increased support from member states. Funding amounts are shown for TPB technical assistance activities for 1999-2002 and for each year from 2003-2011.
