This brief presents information on the new referral provisions in Part C of the Child Abuse Prevention and Treatment Act (CAPTA) and the Individuals with Disabilities Education Improvement Act of 2004 (IDEA). The provisions require States to develop "procedures for referral of a child under the age of 3 who is involved in a substantiated case of child abuse or neglect to early intervention services funded under Part C of the IDEA". By partnering CAPTA with IDEA, officials hope to help State child welfare administrators comply with Federal child welfare regulations to ensure that families have the enhanced capacity to provide for the needs of their children. This brief looks at promising strategies successful early intervention. These strategies include interagency collaboration, identification and referral, obtaining parental consent, interagency training, and tracking and oversight. Funding strategies for early intervention include Medicaid, the Maternal and Child Health Program, Temporary Assistance for Needy Families, and Head Start/Early Head Start.
