The juvenile justice indicators provide a framework for measuring and presenting specific information on the circumstances facing children and adolescents in conflict with the law. This manual has four chapters and six appendixes. Following an introductory chapter, a chapter provides information about each of the 15 indicators, including why each is helpful in measuring the fairness and effectiveness of a juvenile justice system; the information needed to assess each indicator is also discussed. The third chapter suggests a technique for mapping a specific juvenile justice system within the context of a particular country. This is necessary in guiding the development of an information-collection strategy. The final chapter presents a methodology for collecting the information required for measuring each indicator. It also discusses how the process of data collection might be measured. The appendixes list defined terms and provide tools that can be used for information collection and policy analysis, as well as guidance on the particular techniques of sampling and the presentation of the results of indicator measurement.
