THIS ARTICLE, DIRECTED AT CORRECTIONAL ADMINISTRATORS, DEALS WITH THE NEED FOR INTERNAL SECURITY PROGRAMS AIMED AT INMATES AND OUTSIDE CITIZENS ADVOCATING THE OVERTHROW OF THE ADMINISTRATION OF THE INSTITUTION.
Abstract
DISCUSSED ARE INMATE ORGANIZATIONS ORIGINALLY FORMED FOR SOCIAL, ETHNIC, AND SELF-PROTECTION REASONS AND OUTSIDE REVOLUTIONARY AND TERRORIST GROUPS WHICH HAVE INFILTRATED CORRECTIONAL INSTITUTIONS. TWENTY-SIX SUCH GROUPS ACTIVELY INVOLVED IN INSTITUTIONS ACROSS THE COUNTRY ARE IDENTIFIED, INCLUDING THE COMMUNIST PARTY, THE NATIONAL LAWYERS GUILD, VENCEREMOS, THE POLAR BEAR PARTY, AND THE MEXICAN MAFIA. THE AUTHOR MAINTAINS THAT THESE GROUPS, UNDER THE GUISE OF PENAL REFORM, RECRUIT INMATES, INSTILL IN THEM THE IDEA THAT THEY ARE 'POLITICAL' PRISONERS, AND TEACH REVOLUTION AND/OR TERRORISM TO OVERTHROW THE ESTABLISHED GOVERNMENT OF THE INSTITUTION AND ULTIMATELY THE NATION. THE PREVENTION AND CONTROL PROGRAM HE SUGGESTS INCLUDES REQUIRING ATTORNEY AND CLIENT IDENTIFICATION, FINGERPRINTING AND BACKGROUND INVESTIGATIONS FOR ALL PAID EMPLOYEES AND VOLUNTEERS, AND CORRECTIONAL TRAINING PROGRAMS WHICH WOULD INSTRUCT ON COMMUNISM, REVOLUTIONARIES, AND TERRORISM.
