THIS PAPER SETS OUT FOR PUBLIC COMMENT PROVISIONAL CONCLUSIONS WHICH THE GOVERNMENT HAVE REACHED OF THE CHANGES WHICH SHOULD BE MADE IN FIREARMS LAW, INCLUDING PROPOSALS WHICH WILL SUBSTANTIALLY TIGHTEN CONTROL.
Abstract
PART I DESCRIBES THE PRESENT LAW, SUMMARISES THE RELEVANT FACTS AND FIGURES AND GIVES THE GENERAL REASONS FOR THE VIEW THAT SOME TIGHTENING OF EXISTING CONTROLS IS CALLED FOR. MORE DETAILED STATISTICS ARE IN THE APPENDIX. PART II THEN DISCUSSES THE DIFFERENT ASPECTS OF THE PRESENT CONTROLS IN TURN, AND SETS OUT UNDER EACH HEADING THE PROVISIONAL PROPOSALS FOR CHANGES ON WHICH THE GOVERNMENT WOULD WELCOME COMMENTS.
