Abstract
THIS REPORT CONTAINS AN ANALYSIS OF THE LEGAL ABILITY OF PRISONERS TO FORM CONTRACTS WITH CUSTODIAL AUTHORITIES; AN ASSESSMENT OF LEGITIMATE ELIGIBILITY CRITERIA FOR MAP; PREPARATION OF A MODEL CONTRACT AND AN ANALYSIS OF THE LEGAL NECESSITY OF ITS TERMS; AND THE CONSTITUTIONAL CRITERIA FOR PROCEDURES TO BE USED TO ENFORCE THE CONTRACT.
