FINAL REPORT ON A PROJECT TO IMPROVE THE PATROL AND SERVICES FUNCTIONS OF THE BELOIT, WISCONSIN, POLICE DEPARTMENT.
Abstract
THIS PROJECT WAS UNDERTAKEN IN RESPONSE TO PERCEIVED INEFFICIENCIES IN PATROL DEPLOYMENT AND SUPERVISORY RESPONSIBILITIES. IN ORDER TO ACHIEVE PROJECT GOALS, A CAREFUL STUDY OF THE DEPARTMENT'S ORGANIZATIONAL AND RANK STRUCTURE WAS MADE. RECOMMENDATIONS WERE MADE FOR REDEFINING THE ROLES AND RESPONSIBILITIES OF THE CAPTAIN AND SERGEANTS. REORGANIZATION OF THE DEPARTMENT STRUCTURE ENCOMPASSED THE OPERATIONS DIVISION AND SUPPORT (NON-PATROL) RESOURCES. RECOMMENDATIONS WERE ALSO MADE FOR REPORT WRITING POLICIES AND FOR MORE EFFECTIVE SUPERVISION AND MONITORING OF PATROL ACTIVITIES. DURING THE PERIOD IN WHICH THE RECOMMENDED CHANGES WERE IMPLEMENTED, A MINOR CRIME REDUCTION WAS SAID TO HAVE BEEN ACHIEVED. THIS CONTRASTS FAVORABLY WITH THE INCREASED CRIME RATES WHICH HAD BEEN EXPERIENCED DURING THE PREVIOUS TWO YEARS.
