THIS BOOKLET PRESENTS A REVIEW OF THE PROCEDURES INVOLVED IN ADJUDICATIONS IN A CUSTODIAL SETTING, AND OUTLINES A PROPOSED 'STANDARD PROCEDURE' FOR ADJUDICATIONS BY BOARDS OF VISITORS.
Abstract
THE REPORT OPENS WITH GENERAL OBSERVATIONS ON ADJUDICATIONS IN CORRECTIONAL SETTINGS AND THE PLACE OF ADJUDICATIONS BY BOARDS OF VISITORS IN THE MANAGEMENT OF PRISONS. THE AUTHORS THEN DISCUSS THE VARIOUS CONSIDERATIONS AND PROCEDURES INVOLVED IN THE PRELIMINARIES TO AN ADJUDICATION AND IN THE CONDUCT OF PROCEEDINGS. RECOMMENDATIONS FOR A STANDARD PROCEDURE ARE OUTLINED, AND COMMENTS ARE PRESENTED ON SUCH SPECIAL AREAS AS ASSISTANCE TO PRISONERS, THE CONTRIBUTION OF THE GOVERNOR, CONSISTENCY OF AWARDS, AND FORFEITURE OF PRIVILEGES. THE AUTHORS CONCLUDE WITH SUGGESTIONS FOR FUTURE TRAINING ARRANGEMENTS. A SUMMARY OF THE CONCLUSIONS AND RECOMMENDATIONS IS PROVIDED AS WELL. (AUTHOR ABSTRACT MODIFIED)
