JUNE 1976 REPORT ON A CRIMINAL COURTS TECHNICAL ASSISTANCE PROJECT WHICH ANALYZED COURT ADMINISTRATIVE POSITIONS WITHIN THE STATE JUDICIAL PERSONNEL SYSTEM AND RECOMMENDED PROPER CLASSIFICATIONS AND SALARY LEVELS.
Abstract
THIS ANALYSIS WAS NECESSITATED DUE TO A RISE IN THE SALARY LEVELS OF PROBATION CLASSES TO THE POINT WHERE THEY WERE NEAR, AT, OR ABOVE SALARY LEVELS OF THE COURT ADMINISTRATIVE CLASS SERIES AND THE SUGGESTED NEED FOR A SEPARATE PERSONNEL CLASSIFICATION AND SALARY SET TO DISTINGUISH JUDICIAL DISTRICT ADMINISTRATORS FROM COURT ADMINISTRATOR. THIS REPORT DESCRIBES THE PRESENT CLASSIFICATION AND PAY SCHEME, DISCUSSES NINE FACTORS AFFECTING THE JOB CONTENT OF JUDICIAL DISTRICT ADMINISTRATORS, AND EXAMINES THE COMPARABILITY OF JUDICIAL ADMINISTRATIVE JOB CLASSES AND PAY LEVELS TO THOSE OF THE STATE EXECUTIVE BRANCH, THE FACTORS ANALYZED ARE THE DEVELOPMENT OF THE POSITION, FISCAL RESPONSIBILITY, RECRUITMENT AND CAREER PATHS, THE COUNTY COURT INTERRELATIONSHIP, CLERK OF THE COURT RESPONSIBILITY, STATE COURT ADMINISTRATOR CONTACT, ADMINISTRATIVE ORIENTATION AND TRAINING, DELEGATION BY DISTRICT ADMINISTRATORS, AND LAW ENFORCEMENT INTERRELATIONSHIPS. REPORT RECOMMENDATIONS INCLUDE REDUCING THE FIVE-CLASS COURT ADMINISTRATOR RANK STRUCTURE TO TWO CLASSES WITH NO CHANGES IN SALARY GRADE AND CREATING THREE NEW CLASSES FOR PERSONNEL IN DISTRICT ADMINISTRATOR POSITIONS. APPENDED ARE JOB SPECIFICATIONS FOR THE RECOMMENDED COURT ADMINISTRATIVE POSITIONS UNDER THE PROPOSED CLASSIFICATION AND SALARY SYSTEM.
