Abstract
THE REPORT CRITICIZES THE EQUIPMENT SYSTEMS IMPROVEMENT PROGRAM FOR ITS LACK OF POLICY DIRECTION AND MAKES SUGGESTIONS FOR REDIRECTION. THIS VOLUME PRESENTS SPECIFIC RECOMMENDATIONS FOR FURTHER STUDY OF ISSUES EXPLORED IN THE ORIGINAL STUDY, SPECIFICATION AND STUDY OF NEW ISSUES, STUDY OF ADDITIONAL PRODUCT TYPES, EXPANSION OF SAMPLE AND RANGE OF USER AGENCIES, AND THE CARRYING OUT OF SELECTED EXPERIMENTS AND TRAINING PROGRAMS.
