Abstract
THE ROLE OF STATE PLANNING AGENCIES IN ADMINISTERING AND DISBURSING BLOCK GRANTS IS REVIEWED AND THE ROLE PLAYED BY LEEP (LAW ENFORCEMENT EDUCATION PROGRAM) IN EDUCATING CRIMINAL JUSTICE AND ESPECIALLY CORRECTIONS PERSONNEL ARE EXAMINED. TURNOVERS IN ADMINISTRATIVE STAFF AT FEDERAL AND STATE LEVELS AND LACK OF A COORDINATED PROGRAM EVALUATION EFFORT ARE ALSO DISCUSSED.
