Abstract
TO GATHER INFORMATION ABOUT THE USE OF SWORN PERSONNEL IN NONLINE POLICE FUNCTIONS AND ACTIVITIES, A QUESTIONNAIRE DEFINING NONLINE SERVICES AND ASKING FIVE FORCED-CHOICE QUESTIONS CALLING FOR THE EXACT NUMBER OF SWORN AND NONSWORN PERSONNEL ASSIGNED TO VARIOUS FUNCTIONS WAS PREPARED, PRETESTED, AND SENT TO 34 AGENCIES STATEWIDE. FROM THE RESPONSES OF THE 33 RECIPIENTS WHO RETURNED THE QUESTIONNAIRE, IT WAS DETERMINED THAT CIVILIAN EMPLOYEES WERE UNDERUSED BY POLICE IN CITIES AND URBAN AND RURAL COUNTIES FOR NONLINE STAFF AND AUXILIARY SERVICE POSITIONS. IT IS RECOMMENDED THAT COMMISSIONED PERSONNEL ASSIGNED TO POSITIONS THAT COULD BE HANDLED BY QUALIFIED CIVILIANS BE REASSIGNED TO CRIME PREVENTION, DETECTION, AND INVESTIGATION ACTIVITIES FOR MORE COST EFFICENT POLICE PROTECTION.
