A FEBRUARY 1973, REPORT ON ASSISTANCE RENDERED THE JUNEAU, ALASKA, POLICE DEPARTMENT TO IMPROVE EFFICIENCY AND OPERATIONAL EFFECTIVENESS BY THE DEVELOPMENT OF AN IMPROVED ORGANIZATIONAL STRUCTURE AND MANAGEMENT SYSTEM.
Abstract
THE JUNEAU POLICE DEPARTMENT, WITH 29 PERSONS, SERVES THE CITY OF JUNEAU, WHICH HAS AN AREA OF ABOUT TWO AND ONE HALF SQUARE MILES AND A POPULATION OF 6,360. LIMITED SERVICES ARE ALSO PROVIDED THE NEARBY CITY OF DOUGLAS. ANALYSTS INTERVIEWED KEY PERSONNEL AND REVIEWED AND OBSERVED DEPARTMENT ACTIVITIES. STAFFING LEVELS AND THE CLASSIFICATION OF POSITIONS WERE THE MOST SIGNIFICANT PROBLEMS OBSERVED. IT WAS RECOMMENDED THAT THE DEPARTMENT HIRE ADDITIONAL PERSONNEL AND ADD RELIEF SHIFT ELEMENTS FOR PATROL AND DISPATCH. A STUDY OF THE CLASSIFICATION STRUCTURE OF THE DEPARTMENT IS ALSO ADVISED TO PROVIDE GREATER PERSONNEL ASSIGNMENT FLEXIBILITY.
