Abstract
THIS POLICE HYPOTHESIS TEST WAS UNDERTAKEN BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE AND THE MITRE CORPORATION AS PART OF A NATIONWIDE EVALUATION OF THE HIGH IMPACT ANTI-CRIME PROGRAM OPERATING IN EIGHT CITIES ACROSS THE COUNTRY. THE DOCUMENT DISCUSSES RESEARCH ISSUES INVOLVED IN THE TEST, THE APPROACH TAKEN IN EVALUATING KEY VARIABLES, MEASUREMENT ALTERNATIVES, AND THE ANALYSIS STRATEGY.
