FINAL REPORT ON A PROJECT OF THE LOS ANGELES COUNTY PROBATION DEPARTMENT TO PREPARE MALE DELINQUENT WARDS FOR SUCCESSFUL RE-ENTRY INTO THE COMMUNITY THROUGH PROVISION OF VOCATIONAL AND ACADEMIC TRAINING AND JOB PLACEMENT.
Abstract
THE FENNER CANYON PROBATION CAMP VOCATIONAL TRAINING AND PLACEMENT PROGRAM ALSO FEATURED A COTTAGE TYPE LIVING ARRANGEMENT FOR WARDS RATHER THAN ONE LARGE DORMITORY WHICH IS UNIQUE AMONG THE PROBATION DEPARTMENT'S SENIOR CAMPS. AN EVALUATION WAS CONDUCTED TO DETERMINE IF CAMP FENNER WAS MORE, LESS, OR EQUALLY AS EFFECTIVE AS A CONTROL CAMP IN THE SUCCESSFUL RE-ENTRY OF THEIR WARDS INTO THE COMMUNITY AND TO DETERMINE THOSE FACTORS AT CAMP FENNER WHICH CONTRIBUTE TO THE SUCCESS OR FAILURE OF WARDS. THE CRITERION OF EVALUATION USED WAS THE COMMUNITY ADJUSTMENT OF WARDS MEASURED THROUGH RECIDIVISM RATES, COMMUNITY ACTIVITY, PROBATION STATUS, REASON FOR PROBATION TERMINATION, AND LENGTH OF COMMUNITY SUPERVISION. FINDINGS INDICATE THAT THE TWO CAMPS HAD SIMILAR RATES OF TOTAL RECIDIVISM, COMMUNITY ADJUSTMENT, AND REASON FOR PROBATION TERMINATION BUT CAMP FENNER WARDS RECIDIVATED MORE OFTEN AS ADULTS THAN AS JUVENILES, WERE LESS OFTEN ACTIVE ON JUVENILE PROBATION, AND WERE TERMINATED FROM PROBATION AN AVERAGE OF TWO MONTHS EARLIER THAN CONTROL CAMP WARDS. THE CAMPS WERE JUDGED TO BE EQUALLY EFFECTIVE FOR THE SUCCESSFUL COMMUNITY ADJUSTMENT OF WARDS WHEN DIFFERENCES WERE CONSIDERED IN TERMS OF COHORT AGE DIFFERENCES.
