THIS REPORT EXAMINES MANPOWER, COMPENSATION, AND EXPENDITURES FOR THE THREE MAJOR UNIFORMED SERVICES (POLICE, FIRE, AND REFUSE) IN U.S. MUNICIPALITIES 10,000 AND OVER IN POPULATION.
Abstract
THE RATE OF INCREASE FOR AVERAGE ENTRANCE AND MAXIMUM SALARIES FOR POLICE OFFICERS AND FIREFIGHTERS FROM 1 JANUARY 1975 TO 1 JANUARY 1976 IS LESS THAN FOR THE PERIOD 1 JANUARY 1974 TO 1 JANUARY 1975. BY METRO STATUS, SUBURBAN CITIES PAY THE HIGHEST AVERAGE ENTRANCE SALARIES, MAXIMUM SALARIES, AND MAXIMUM SALARIES INCLUDING LONGEVITY FOR POLICE, FIRE, AND REFUSE COLLECTORS. REGIONALLY, CITIES IN THE WEST PAY THE HIGHEST AVERAGE ENTRANCE AND MAXIMUM SALARIES, AND MAXIMUM SALARIES WITH LONGEVITY, AND SOUTHERN MUNICIPALITIES PAY THE LOWEST. IN REPORTING CITIES, POLICE OFFICERS AND REFUSE COLLECTORS WORK AN AVERAGE OF 40 HOURS PER WEEK. FIREFIGHTERS WORK AN AVERAGE OF 53 HOURS PER WEEK. FOR POLICE, FIRE, AND REFUSE COLLECTORS, THE AVERAGE NUMBER OF YEARS OF SERVICE REQUIRED TO REACH THE MAXIMUM SALARY IS 4. THE AVERAGE NUMBER OF YEARS OF SERVICE REQUIRED TO RECEIVE THE MAXIMUM SALARY INCLUDING LONGEVITY IS 18. IN THE SIX YEARS FROM 1 JANUARY 1971 TO 1 JANUARY 1976 TOTAL DEPARTMENT EXPENDITURES HAVE INCREASED 190% FOR POLICE AND 257% FOR FIRE. (AUTHOR ABSTRACT)
