Abstract
THE DISCUSSION IS IN THE CONTEXT OF A CONCERN IN WEST GERMANY FOR GUARANTEEING A DEMOCRATIC, OPEN, AND ACCOUNTABLE POLICE SYSTEM, ESPECIALLY IN REGARD TO THE LARGE, PARAMILITARY TACTICAL POLICE FORCES MAINTAINED BY EACH STATE. --IN GERMAN
