THE SUBCOMMITTEE ON ELIMINATION OF INAPPROPRIATE AND UNNECESSARY JURISDICTION IDENTIFIED AND ANALYZED 54 OPERATIONAL DIVERSION PROJECTS IN 22 STATES. WHILE THE PRIMARY FOCUS OF THE STUDY WAS DIVERSION IN NEW YORK CITY, THE AUTHOR FEELS THAT THE RECOMMENDATIONS OF THE SUBCOMMITTEE ARE RELEVANT NATIONWIDE.
