AN EAST GERMAN SPECIALIST REVIEWS THE DEVELOPMENT OF THE WEST GERMAN BORDER POLICE FROM 1950 TO 1975 AND CRITICIZES THE EXPANSION OF ITS DUTIES AND ACTIVITIES TO THOSE OF A NATIONAL POLICE FORCE.
Abstract
THE AUTHOR ASSERTS THAT THE RESULT OF EXPANDING THE POWERS OF THE BORDER POLICE HAS BEEN TO CREATE A PARAMILITARY FORCE UNDER THE CONTROL OF THE WEST GERMAN FEDERAL GOVERNMENT WHICH IS USED TO REPRESS POLITICAL DISSENT. HE FURTHER CHARGES THAT THIS BELIES THE PROVISIONS OF THE WEST GERMAN CONSTITUTION IN WHICH POLICE POWERS ARE LARGELY LEFT TO THE VARIOUS STATES. THE EXPANDED RESPONSIBILITIES OF THE BORDER POLICE HAVE BEEN JUSTIFIED AS FEDERAL ASSISTANCE TO STATE LEVEL POLICE FORCES WHERE THEIR RESOURCES ARE INADEQUATE, ESPECIALLY IN CASES OF TERRORISM. --IN GERMAN
