Abstract
AFTER A BRIEF DESCRIPTION OF THE CONCEPT OF LATERAL ENTRY, THE AUTHOR PROVIDES A COMPLETE DISCUSSION OF THE ADVANTAGES AND DISADVANTAGES OF LATERAL ENTRY, THE FAULTS OF THE PRESENT POLICE CAREER SERVICE, AND THE IMPLEMENTATION OF LATERAL ENTRY PROGRAMS. THE AUTHOR THEN TURNS TO A DISCUSSION OF PORTABLE AND MULTI-ORGANIZATION PENSIONS FOR THE POLICE SERVICE. HE DESCRIBES THE HISTORY, CHARACTER, AND CURRENT STATUS OF POLICE PENSION PROGRAMS, AND OUTLINES THE CONCEPT OF PENSION PORTABILITY. THE AUTHOR SETS OUT AND DEFENDS THE CONCEPT THAT LATERAL MOBILITY AND PORTABLE PENSIONS ARE THE CONCOMITANTS OF UPGRADING POLICE ADMINISTRATION IN THE UNITED STATES.
