BASED ON THE EXPERIENCES OF THE ST. PETERSBURG, FLORIDA, POLICE DEPARTMENT, THIS MANUAL PROVIDES GUIDELINES ON THE ESTABLISHMENT, OPERATION, COSTS, AND MANAGEMENT OF A POLICE UNDERCOVER STOREFRONT OPEATION.
Abstract
THE UNDERCOVER STOREFRONT OPERATION HAS BEEN SHOWN TO BE AN EFFECTIVE POLICE TOOL FOR IDENTIFYING BURGLARY SUSPECTS AND RECOVERING STOLEN PROPERTY. IT IS NOTED, BY WAY OF AN EXAMPLE, THAT THE ST. PETERSBURG UNIT TO DATE HAS ARRESTED 125 INDIVIDUALS ON 325 CHARGES, AND HAS NOT LOST A CASE IN COURT. THIS MANUAL INCLUDES GUIDELINES ON THE LOCATION, LAYOUT, PERSONNEL, EQUIPMENT, AND EXPENSES NECESSARY FOR OPERATING AN UNDERCOVER STOREFRONT. SPECIFIC 'DO'S AND DON'TS' IN STOREFRONT OPERATION ARE LISTED.
