FIRST VOLUME OF A REPORT PROVIDING THE RESULTS OF A 1975 STUDY OF THE ADMINISTRATION OF THE OMNIBUS CRIME CONTROL AND SAFE STREET ACT'S BLOCK GRANT PROGRAM BY THE ADVISORY COMMISSION ON INTERGOVERNMENTAL RELATIONS (ACIR).
Abstract
THIS VOLUME CONTAINS THE FIRST TWO SECTIONS OF THE REPOT. SECTION I INCLUDES BACKGROUND CHAPTER DESCRIBING THE LEGISLATIVE AND ADMINISTRATIVE HISTORY OF THE PROGRAM AND ANALYZING PLANNING AND FUNDING ACTIVITIES AT THE STATE, REGIONAL, AND LOCAL LEVELS. THE SECOND DISCUSSES ISSUES AND PERSPECTIVES CONCERNING THE SAFE STREETS PROGRAM INSTRUMENT, AND OFFERS RECOMMENDATIONS FOR IMPROVING THE ACT AND ITS ADMINISTRATION.
