REPORT EXAMINES STRENGTHS AND WEAKNESSES OF PROGRAM ASSISTING ILLINOIS STATE'S ATTORNEYS IN COURT PREPARATION.
Abstract
THIS PROJECT WAS DESIGNED TO AID STATE'S ATTORNEYS BY PREPARING, FILING, AND ARGUING CRIMINAL APPELLATE BRIEFS IN ILLINOIS' INTERMEDIATE COURT OF APPEALS. THE PROGRAM PUBLISHES A COMPLAINT BOOK AND NEWSLETTER, AND PROVIDES PROSECUTORS WITH A HOTLINE SERVICE ON CRIMINAL LAW. THE STRENGTHS OF THE PROGRAM WERE ITS SUCCESS IN RELIEVING SOME OF THE BURDEN FROM STATE'S ATTORNEYS, ITS IMPROVEMENT OF THE ADMINISTRATION OF JUSTICE, AND ITS IMPROVEMENT OF THE STATE'S RESULTS ON APPEALS. THE WEAKNESSES OF THE PROGRAM WERE THAT IT MAY NOT BE APPLICABLE AS A MODEL FOR SMALLER STATES WITH LESS INVOLVED APPELLATE COURT STRUCTURES, AND ITS PLANNED FUNDING CUT-OFF IN APRIL 1977....BS
