REPORT OFFERS SUGGESTIONS ON ORGANIZING AN ADMINISTRATIVE OFFICE FOR VIRGINIA'S NEW DISTRICT COURT SYSTEM.
Abstract
THIS STUDY RECOMMENDS THAT A DISTRICT COURT COMMITTEE DELEGATE ITS OPERATIONAL MANAGEMENT AUTHORITY TO AN EXECUTIVE SECRETARY AND CONCENTRATE ITS EFFORTS ON MAKING POLICY FOR THE GUIDANCE OF THE EXECUTIVE SECRETARY. SECONDLY, IT PROPOSES A SUBSTANTIAL REORGANIZATION OF THE EXECUTIVE SECRETARY'S OFFICE, STAFFING IT WITH 34 PERSONS. A DEPUTY EXECUTIVE SECRETARY SHOULD BE APPOINTED WHO WOULD BE RESPONSIBLE TO THE EXECUTIVE SECRETARY. THE OFFICE STAFF WOULD BE RESPONSIBLE TO THE EXECUTIVE SECRETARY.
