Abstract
THE REPORT INCLUDES AN EVALUATION OF THE EXISTING COURT SYSTEM, DEFENSE SYSTEM, AND INFLUENCES OF FUTURE COURT NEEDS. A PUBLIC DEFENDER SYSTEM HANDLING HALF THE INDIGENT CASES WITH A COORDINATOR'S OFFICE APPOINTING PRIVATE ATTORNEYS TO THE OTHER HALF IS RECOMMENDED. ALTERNATIVE OPTIONS SUCH AS TOTALLY ASSIGNED COUNSEL OR PUBLIC DEFENDER SYSTEMS ARE DISCUSSED, AND PROJECTED BUDGETS ARE ANALYZED FOR THEIR COST-EFFECTIVENESS.
