Abstract
OREGON WAS ONE OF THE STATES SELECTED FOR A SERIES OF CASE STUDIES NOT ONLY BECAUSE IT WAS A PIONEER IN THE STANDARD AND GOAL DEVELOPMENT PROCESS, BUT ALSO BECAUSE IT IS REPRESENTATIVE OF A GROUP OF STATES WITH SIMILAR CHARACTERISTICS. THIS DOCUMENT PROVIDES A DETAILED DESCRIPTION OF EACH STEP OF THE STANDARDS AND GOALS PROGRAM, FOLLOWED BY THE OPINIONS AND ATTITUDES OF THE PARTICIPANTS AND SOME NONPARTICIPANTS AS WELL AS THEIR EVALUATIONS OF PROGRAM APPROPRIATENESS. A SUMMARY OF LESSONS LEARNED IN OREGON IS PROVIDED ALONG WITH SUGGESTIONS FOR OTHER STATES. APPENDIXES PROVIDE A LIST OF CASE STUDY INTERVIEWEES, A DESCRIPTION OF THE PURPOSE OF PLAN DEVELOPMENT COMMITTEES, AND A LIST OF PLAN DEVELOPMENT COMMITTEE MEMBERS....EB
