JULY 1974 EVALUATION OF FACILITY PLANNING UNDERWAY IN THE TWO COUNTIES, INCLUDING ARCHITECTURAL DESIGN, NEEDS ASSESSMENT, AND SPACE MANAGEMENT CONSIDERATIONS.
Abstract
IN MERCER COUNTY, THIS PLANNING FOCUSSED UPON RENOVATIONS CREATING A MODEL COURTROOM-IN-THE-ROUND. IN BOYLE COUNTY, THE LOCAL FISCAL COURT HAD DECIDED TO CONSTRUCT A MODERN DETENTION CENTER ADJACENT TO THE COURTHOUSE, WHICH WAS SLATED TO BE REMODELED AND EXPANDED WITH AN ANNEX. ANALYSIS OF BOYLE COUNTY FACILITY PLANNING REVEALED MAJOR DEFICIENCIES IN THE RECOMMENDED PLANS AND THE PLANNING PROCEDURES, NOTABLY POOR ACCESS AND CIRCULATION PATTERNS AND SPACE ALLOCATIONS. CORRECTION OF THE OBVIOUS DEFICIENCIES FOLLOWED BY THE COMPLETION OF COST ESTIMATES AND THE REVISION OF WORKING DRAWINGS IS RECOMMENDED.
