DES MOINES, LEE, LOUISA, HENRY, CERRO GORDO, AND WEBSTER COUNTIES ARE COVERED IN THIS REPORT WHICH PRESENTS AN EVALUATION FOR THE NEED OF CRIMINAL DEFENSE SERVICES FOR INDIGENTS IN THOSE COUNTIES.
Abstract
THE CONSULTANTS ADDRESSED THE FOLLOWING AREAS: CONSTITUTIONAL REQUIREMENTS AND LEGAL PRECEDENTS FOR INDIGENT LEGAL SERVICES, MAJOR LEGAL DEFENSE SYSTEM ALTERNATIVES, COST-EFFECTIVENESS OF SYSTEMS, AND PRESENT AND PROJECTED STAFF REQUIREMENTS. RECOMENDATIONS INCLUDED THAT IOWA DEVELOP A STATE-WIDE DEFENDER SYSTEM, THAT A LIMITED COURT APPOINTMENT POLICY BE DEVELOPED, THAT APPELLATE DEFENSE SERVICES BE COORDINATED, THAT DEFENDERS BE AWARDED PROPER COMPENSATION, AND THAT LOCAL BAR ASSOCIATIONS MONITOR DEFENSE COUNSEL PERFORMANCE.
