IN ORDER TO EXAMINE AND COMPARE THE EXTENT OF LEGISLATION IN THIS AREA, INTERAGENCY COOPERATION IS BROKEN DOWN INTO THREE MUTUALLY EXCLUSIVE CATEGORIES OF ENABLING LEGISLATION IN THE REPORT: MUTUAL AID, CONTRACTING, AND COOPERATION.
