ARTICLE DISCUSSING POLICE STRIKES AND PRESENTING GUIDELINES FOR THE PREVENTION OF SUCH STRIKES.
Abstract
THE AUTHOR RECOMMENDS THAT WHEN POLICE STRIKES OCCUR OFFICIALS SHOULD BE CONCERNED MORE WITH DETERMINING THE UNDERLYING CAUSES OF THE STRIKE RATHER THAN IN CRUSHING IT. FACTORS CAUSING POLICE STRIKES INCLUDE BAD FAITH BARGAINING, BREAKDOWN IN COMMUNICATIONS, LACK OF EXPERIENCE AND EXPERTISE OF THE UNION BARGAINING TEAM, DISAGREEMENT IN THE CHOICE OF A BARGAINING AGENT, POOR SUPERVISORY PRACTICES, AND OTHER INFLUENCES THAT CAUSE INCREASED DISSATISFACTION.
