Abstract
THE AUTHOR POINTS OUT THE DISRUPTIVE CHARACTER OF TERRORISM, AND THE RANGE OF REACTION TO IT--FAVORABLY AND UNFAVORABLY. WHILE GOVERNMENTS WILL WANT TO MOUNT EFFECTIVE COUNTERMEASURES AGAINST TERRORIST ACTS, ACCORDING TO THE AUTHOR, THESE SHOULD NOT ABROGATE THE RIGHTS OF THE CITIZENRY. THE ACCEPTANCE OF SOME TERRORISM, THE ARTICLE STATES, IS A SIGN OF THAT SOCIETY'S ACCEPTANCE OF THE COSTS OF LIBERTY.
