IN THIS VOLUME, THE ADVISORY COMMISSION ON INTERGOVERNMENTAL RELATIONS LOOKS AT ORGANIZATIONAL AND PROCEDURAL REFORMS TO REMEDY SOME OF THE DEFECTS IN THE OPERATION OF FEDERAL CATEGORICAL GRANTS.
Abstract
THIS REPORT INCLUDES A HISTORY OF PAST EFFORTS AT MANAGEMENT REFORMS, SUCH AS STUDIES OF THE HOOVER AND KESTNBAUM COMMISSIONS; A DISCUSSION OF TARGET GRANTS SUCH AS APPLACHIA, COMMUNITY ACTION, AND MODEL CITIES PROGRAMS; AND A DESCRIPTION OF EFFORTS BEGUN BY THE FEDERAL ASSISTANCE REVIEW AND INTERGOVERNMENTAL COOPERATION ACT TO STANDARDIZE AND SIMPLIFY ASSISTANCE ADMINISTRATION.
