Abstract
RECENT YEARS HAVE SEEN A PROLIFERATION OF MANPOWER AND MANPOWER-RELATED PROGRAMS IMPLEMENTED IN THE CRIMINAL JUSTICE SYSTEM. YET DESPITE THIS, THERE IS A CONSIDERABLE AMOUNT OF CONFUSION AS TO HOW SUCCESSFUL THESE PROGRAMS ARE IN REDUCING CRIMINALITY, OR TO WHAT EXTENT THEY SHOULD BE INSTITUTIONALIZED AS PART OF THE REGULAR CORRECTIONAL PROCESS. FURTHER, WE ARE STILL FAR FROM A GOOD THEORETICAL FRAMEWORK OF HOW CRIMINAL JUSTICE AND MANPOWER SYSTEM EFFORTS CAN BE COORDINATED ADMINISTRATIVELY.(AUTHOR ABSTRACT)...TWH
