THIS PAMPHLET PROVIDES BACKGROUND ON THE BRITISH PAROLE SYSTEM AND DELINEATES FUTURE REFORMS.
Abstract
PAROLE, WHICH WAS INTRODUCED INTO THE BRITISH CRIMINAL JUSTICE SYSTEM IN APRIL, 1968, HAS MET WITH MUCH SUCCESS; HOWEVER, THIS PERIODICAL ADVOCATES NEEDED CHANGES. THESE CHANGES INCLUDE BASING THE PAROLE SYSTEM ON SUBSTANTIATED THEORY, ESTABLISHING REVIEW STANDARDS, ALLOWING PERSONAL HEARINGS, SHORTENING THE DECISIONMAKING PROCESS, AND OTHER PROPOSALS TO CREATE A SENSE OF STANDARDIZATION AND FAIRNESS. AN APPENDIX CONTAINS PROPOSED CRITERIA FOR SELECTION FOR PAROLE, INCLUDING THE NATURE OF THE OFFENSE BIOGRAPHICAL AND CRIMINAL HISTORY, PRISON BEHAVIOR AND RESPONSE TO TREATMENT, MEDICAL CONSIDERATIONS, HOME ENVIRONMENT, EMPLOYMENT PROSPECTS, AND COOPERATION WITH PAROLE SUPERVISORS....TWH
