THIS ARTICLE CONCERNS A SPECIAL RESEARCH PROJECT, MUTUAL AGREEMENT PROGRAMMING (MAP) WHICH HAS BEEN UNDERTAKEN AS A PLANNED CHANGE CORRECTIONAL PROGRAM IN THREE STATES UNDER VARYING CONDITIONS, USING FORMS OF A BASIC MODEL.
Abstract
MAP IS A LEGAL CONTRACT BETWEEN INMATE, INSTITUTION, AND PAROLE BOARD, AND INCLUDES A DEFINITE PAROLE DATE CONTINGENT UPON SUCCESSFUL COMPLETION OF CONTRACT OBJECTIVES. WISCONSIN, ARIZONA, AND CALIFORNIA WERE SELECTED FOR PROGRAM IMPLEMENTATION. ALTERNATIVE METHODS INTENDED TO GIVE INMATE PARTICIPANTS GREATER FLEXIBILITY IN OBTAINING EDUCATION AND TRAINING BY USE OF VOUCHERS ARE ALSO DISCUSSED. THIS CONCEPT, TIED TO MUTUAL AGREEMENT PROGRAMMING, HAS IMPLICATIONS FOR OTHER PARTS OF THE CRIMINAL JUSTICE SYSTEM. (AUTHOR ABSTRACT MODIFIED)...MSP
