THE OMBUDSMAN PROJECT IS INTENDED AS AN INTERNAL CHECK SYSTEM TO ENSURE THAT THE LEGAL RIGHTS OF THE CHILDREN IN THE CUSTODY OF THE STATE DIVISION OF YOUTH ARE FULLY PROTECTED.
Abstract
THE PROJECT PROPOSAL DIVIDED THE STATE INTO THREE REGIONS - BUFFALO, ALBANY, AND NEW YORK CITY - WITH THE NEW YORK REGION HAVING TWO OMBUDSMEN AND ALBANY AND BUFFALO HAVING ONE EACH. THE OMBUDSMEN, ALL ATTORNEYS WITH EXTENSIVE EXPERIENCE IN FAMILY COURT PROCEEDINGS AND JUVENILE MATTERS, ARE RESPONSIBLE FOR REGULARLY VISITING ALL THE DIVISION FACILITIES IN THEIR REGION WITH 50 OR MORE BEDS. THEY REPORT TO THE DIRECTOR OF THE DIVISION, THE PROJECT DIRECTOR, AND OTHER STAFF ON THE RESULTS OF INVESTIGATIONS OF RESIDENT COMPLAINTS. THIS HANDBOOK OUTLINES THE DUTIES OF THE OMBUDSMEN, THE REPORTING PROCEDURE, AND STAFF PROTECTION PROVISIONS.
