THE PAPER COVERS A STUDY THAT INVESTIGATED THE FURLOUGH PROGRAM IN ISRAEL.
Abstract
THE RESEARCH GROUP STUDIED WAS COMPOSED OF PRISONERS SENTENCED TO FOUR OR MORE YEARS' IMPRISONMENT, WHO WERE INCARCERATED WITHIN EITHER A MAXIMUM OR MEDIUM SECURITY INSTITUTION. FIFTY PRISONERS MADE UP BOTH A CONTROL GROUP (THOSE WHO WERE NOT GOING ON FURLOUGH) AND A GROUP LEAVING ON FURLOUGH, AND ONLY JEWISH PRISONERS WERE CHOSEN FOR THE SAMPLE. THE PRINCIPAL RESEARCH TOOLS WERE ATTITUDE AND OPINION QUESTIONNAIRES. AS A RESULT OF THE STUDY, IT WAS RECOMMENDED THAT FURLOUGHS SHOULD BE GRANTED MORE FREQUENTLY AND AT AN EARLIER STAGE IN THE PRISONERS' SERVING TERM. IT WAS ALSO RECOMMENDED THAT THE SYSTEM SHOULD ENABLE SELECTED PRISONERS TO RECEIVE SPECIAL FURLOUGHS FOR THE PURPOSES OF STUDYING AND/OR WORKING. THE TREATMENT SERVICES SHOULD BE EXPANDED, AND THEIR OVERRIDING APPROACH SHOULD BE TO THE PRISONER AND HIS FAMILY AS ONE UNIT. IN CONCLUSION, ADDITIONAL METHODS OF REWARDS AND SANCTIONS SHOULD BE INTRODUCED WITHIN THE PRISONS, SO THAT THE FURLOUGH BECOMES PART OF A NETWORK OF POSITIVE REWARDS FOR WORK.
