THE INTENT OF THE PROGRAM DISCUSSED WAS TO DEVELOP AN EFFECTIVE EVALUATION PROCESS THAT CAN BE APPLIED TO OTHER LOCAL AREAS OF THE NATION.
Abstract
THE LOCAL LEVEL IS CONSIDERED TO BE THE BEST CONTEXT FOR EVALUATION PROJECTS, INCLUDING STATEWIDE PROGRAMS, PROVIDED THAT A STANDARD EVALUATION DESIGN IS DEVELOPED FOR LOCAL UNITS BY THE STATE UNIT. THE SCOPE OF LOCAL EVALUATION PROJECTS WILL DEPEND ON RESOURCES, OBJECTIVES, AND THE INFORMATION NEEDS. EACH EVALUATION UNIT MUST DECIDE WHETHER TO EVALUATE IMPACT, PROCESS, OR A COMBINATION OF THE TWO IN A GIVEN PROJECT. THIS DECISION WILL DEPEND ON TIME CONSTRAINTS, USER NEEDS, AVAILABILITY OF DATA, COMPETENCY OF STAFF, RESOURCES, AND THE EVALUATION UNIT'S ESTABLISHED POLICIES AND TRADITION. IT IS POINTED OUT THAT THE EVALUATION PROCESS SHOULD PAY SPECIAL ATTENTION TO THE POST-STUDY IMPLEMETATION STRATEGY. IT SHOULD INCLUDE A PLAN TO COMMUNICATE EVALUATION RESULTS TO INFORMATION USERS. THE EVALUATION MODEL IS APPLIED TO SPECIFIC PROGRAMS OPERATIVE IN THE JACKSONVILLE AREA, AND RESULTS ARE DISCUSSED....RCB
