BASED ON OBSERVATIONS IN EACH OF THE 60 COURTROOMS COMPRISING THE CRIMINAL PARTS OF THE SUPREME COURT, RECOMMENDATIONS ARE MADE REGARDING THE EXTENT AND CHARACTER OF COURTROOM UTILIZATION.
Abstract
REPORT CONCLUSIONS ARE BASED ON OBSERVATIONS MADE IN ARRAIGNMENT, GENERAL TRIAL CALENDAR, PRE-TRIAL CONFERENCE, GENERAL TRIAL, NARCOTICS, AND THE SENTENCING PARTS OF COURT ACTIVITIES. ALL ACTIONS WERE SUMMARIZED BY PART TO SHOW THE AMOUNT OF TIME SPENT ON EACH ACTION BY PART FOR EACH HOUR OF THE DAY. SUBSEQUENTLY, THESE ACTIONS AND TIMES WERE ANALYZED, EVALUATED, AND CONCLUSIONS DRAWN FROM THE DATA COLLECTED. SEPARATE CONCLUSIONS AND RECOMMENDATIONS ARE DRAWN FOR COURT OPERATIONS IN THREE SEPARATE FACILITIES. COMMON PROBLEMS AFFECTING COURT UTILIZATION WERE IN THE AREAS OF SHORT AND 'LOST' HOURS, UNCONTROLLED ADJOURNMENTS, AND 'SHORT' CALENDARS. RECOMMENDATIONS ARE ALSO OFFERRED FOR A WEIGHTED DISPOSITION INDEX AND ACTIVE CALENDAR MANAGEMENT....RCB
