RESULTS OF A PRELIMINARY SURVEY OF THE POSSIBLE METHODS OF IMPROVING CRIMINAL JUSTICE MANPOWER DEVELOPMENT IN THE WEST TEXAS REGION, WHICH HAS APPROXIMATELY 1000 CRIMINAL JUSTICE EMPLOYEES SERVING 379,000 RESIDENTS.
Abstract
THE WEST TEXAS REGION IS ABOUT 21,000 SQUARE MILES IN SIZE, AND IS COMPOSED OF A NUMBER OF FAIRLY SMALL TOWNS SEPARATED BY GREAT DISTANCES. THIS TECHNICAL ASSISTANCE EFFORT WAS UNDERTAKEN TO REVIEW THE CRIMINAL JUSTICE MANPOWER DEVELOPMENT IN THE WEST TEXAS COUNCIL OF GOVERNMENTS (WTCOG) REGION AND TO PROPOSE MEANS BY WHICH THE PROFESSONAL CRIMINAL JUSTICE COMMUITY IN THE REGION CAN UNDERTAKE A PROGRAM IN THE NEAR FUTURE TO DEVELOP ITS MANPOWER. THE REPORT SHOWS THAT ALTHOUGH THERE ARE AMPLE RESOURCES AVAILABLE FOR A MANPOWER DEVELOPMENT EFFORT IN THE WTCOG AREA, THIS APPROACH IS HAMPERED BY A LACK OF COOPERATION AND COORDINATION AMONG AGENCIES IN THE AREA. THE REPORT INCLUDES A PROPOSED METHOD OF COORDINATING THE VARIOUS AGENCIES, ACADEMIC INSTITUTIONS, AND PHYSICAL RESOURCES TO PROMOTE CRIMINAL JUSTICE MANPOWER DEVELOPMENT....DMC
