THIS EIGHT-PART AUDIO-TAPE CASSETTE AND FILMSTRIP PROGRAM IS DESIGNED TO HELP THE LAW ENFORCEMENT STUDENT UNDERSTAND HOW LAWS AND THE JUDICIAL SYSTEM AFFECT HIS LIFE.
Abstract
THE PROGRAM COMBINES A CASE STUDY METHOD WITH AN INQUIRY METHOD TO OFFER AN APPROACH WHICH REQUIRES THE STUDENT TO THINK CRITICALLY ABOUT REALISTIC LEGAL CONTROVERSIES. THIS APPROACH DOES NOT IMPOSE VALUES ON THE STUDENTS. RATHER, IT PRESENTS THE FACTS OF A CONTROVERSY, AND ENCOURAGES EACH STUDENT TO PREDICT HOW A COURT WILL RESOLVE IT. AFTER A COURT'S DECISION IS PRESENTED TO THE STUDENT, HE IS ENCOURAGED TO EVALUATE THE LEGAL SYSTEM'S TREATMENT OF INDIVIDUALS. EACH AUDIOVISUAL UNIT CONSISTS OF A STANDARD AUDIO-TAPE CASSETTE AND A 35MM FILMSTRIP AND PRESENTS INFORMATION ON A LAW-RELATED TOPIC. THE FIRST FILMSTRIP, 'LAWS', EXPLAINS HOW POLICE POWER REGULATIONS AFFECT THE INDIVIDUAL AND DESCRIBES CONTROVERSIES OVER THE EXTENT OF POWER. 'YOUTH,' THE SECOND AUDIOVISUAL UNIT, COMPARES THE JUDICIAL TREATMENT OF JUVENILE OFFENDERS WITH THAT OF ADULT OFFENDERS AND EVALUATES THE DIFFERENCE. THE UNIT ON 'FREE EXPRESSION,' DESCRIBES THE LEGAL LIMITATIONS ON FREEDOM OF EXPRESSION, WHILE THE ONE ON 'DISCRIMINATION,' DESCRIBES TYPES OF DISCRIMINATION AND METHODS WHICH ATTEMPT TO ATTACK 'IRRATIONAL' DISCRIMINATION. THE 'CONSUMER LAW' UNIT IDENTIFIES THE RIGHTS AND RESPONSIBILITIES OF A BUYER AND OF A SELLER; THE UNIT ON THE 'ACCUSED' IDENTIFIES THE THREE STAGES OF A CRIMINAL INVESTIGATION AND DESCRIBES THE RIGHTS OF AN ACCUSED INDIVIDUAL AT EACH STAGE; AND THE UNIT ON 'WELFARE', CONSIDERS SOME LEGAL CONTROVERSIES IN OUR WELFARE SYSTEM AND SUGGESTS POSSIBLE RESOLUTIONS. THE LAST AUDIOVISUAL UNIT, 'LANDLORD/TENANT,' EXAMINES CONFLICTS WHICH EXISTS BETWEEN TENANTS AND LANDLORDS AND DESCRIBES THE RIGHTS AND RESPONSIBILITIES OF BOTH PARTIES. AT THE END OF EACH UNIT, REVIEW QUESTIONS ARE PRESENTED TO EVALUATE STUDENT COMPREHENSION AND TO AID IN DISCUSSION. A TEACHER'S GUIDE AND 30 STUDENT ACTIVITY BOOKLETS ACCOMPANY THE CASSETTE/FILMSTRIP PROGRAM. THE TEACHER'S GUIDE PRESENTS A BEHAVIORAL OBJECTIVE FOR EACH FILMSTRIP, PRELIMINARY INFORMATION ON THE AUDIOVISUAL UNITS, A COMPLETE SCRIPT OF EACH FILMSTRIP, AND INQUIRY-ORIENTED DISCUSSION QUESTIONS. THE STUDENT ACTIVITY BOOKLET CONTAINS A FILMSTRIP SUMMARY FOR EACH UNIT AND SUGGESTS INDIVIDUAL AND GROUP-ORIENTED ACTIVITIES WHICH ALLOW STUDENTS TO DEMONSTRATE AND REINFORCE THE SKILLS AND CONCEPTS USED.
