THIS PROJECT IS CONSIDERED TO HAVE DEMONSTRATED THAT IT IS BOTH OPERATIONALLY AND ECONOMICALLY MORE FEASIBLE TO SUPERVISE MANY JUVENILES OUTSIDE SECURE DETENTION FACILITIES.
Abstract
THE MILWAUKEE OUTREACH HOME DETENTION PROJECT AIMS TO PROVIDE ALLEGED JUVENILE OFFENDERS WITH AN ALTERNATIVE TO SECURE DETENTION BY ALLOWING THEM TO REMAIN AT THEIR OWN HOMES, UNDER THE CLOSE SUPERVISION OF AN OUTREACH WORKER. CONTACT WITH THE PROJECT IS LIMITED TO THE TIME PERIOD BETWEEN INITIAL POLICE CONTACT AND FORMAL COURT DISPOSITION, WITH NO LIMIT ON THE AMOUNT OF TIME CLIENTS MAY REMAIN IN THE PROGRAM. 130 YOUTH WERE ACCEPTED INTO THE PROGRAM THE FIRST YEAR, WITH 83 PERCENT OF THESE ATTENDING ALL REQUIRED COURT APPEARANCES, WHILE REMAINING TROUBLE-FREE DURING THEIR INVOLVEMENT IN THE PROGRAM. IT IS ESTIMATED THAT DURING THE FIRST EIGHT MONTHS OF OPERATION. THERE WAS A NET SAVINGS OF ABOUT 46 PERCENT OF THE COST THAT WOULD HAVE BEEN INCURRED HAD CLIENTS BEEN IN SECURE DETENTION. THE CLIENTELE WERE OLDER MALES CHARGED WITH DELINQUENT ACTS, AND ALL HAD SERIOUS PRIOR HISTORIES. THE QUALITY OF SERVICES PROVIDED TO CLIENTS IS CONSIDERED EXCELLENT. REPLICABILITY IS CONSIDERED GOOD, PARTICULARLY FOR URBAN JURISDICTIONS.
