THIS STUDY INTENDS TO PROVIDE TO CALIFORNIA LAW ENFORCEMENT AGENCIES A MODEL PROCEDURE FOR THE INVESTIGATION AND ADJUDICATION OF COMPLAINTS MADE BY CITIZENS AGAINST POLICE PERSONNEL.
Abstract
THE PROCEDURE FOR PROCESSING AND INVESTIGATING COMPLAINTS IS DETAILED. IN ADJUDICATION OF COMPLAINTS, AN ADMINISTRATIVE FACTFINDING TRIAL BOARD IS RECOMMENDED IN CASES OF SERIOUS VIOLATIONS. THE PURPOSE OF SUCH A BOARD WOULD BE TO INFORMALLY AND QUICKLY APPRAISE ALL INFORMATION ACCUMULATED CONCERNING A GIVEN CASE AND REACH AN EQUITABLE DECISION, WITHOUT INTERFERENCE FROM UNDULY RESTRICTIVE LEGAL PROVISIONS...RCB
