MINNESOTA CRIME WATCH, HELPS IN IMPLEMENTING LOCAL CRIME PREVENTION PROGRAMS IS DESCRIBED.
Abstract
THE CRIME PREVENTION PROGRAM INCREASES CITIZEN AWARENESS OF THE PROBLEMS OF CRIME AND EDUCATES AND TRAINS CITIZENS IN SPECIFIC MEASURES THEY CAN TAKE TO PREVENT CRIMES FROM OCCURRING. THE FIRST PHASE OF THE PROGRAM INCLUDES THE FOLLOWING: HOME BURGLARY PREVENTION, WHICH TELLS THE CITIZEN HOW TO MAKE HIS HOME LESS INVITING; AND 'OPERATION IDENTIFICATION', IN WHICH CITIZENS MARK THEIR VALUABLE POSSESSIONS WITH A PERMANENT IDENTIFICATION NUMBER AND REGISTER IT WITH THE POLICE. THE SECOND PHASE FOCUSES ON COMMERCIAL SECURITY-THE PREVENTION OF CRIMES AGAINST BUSINESS. THE THIRD PHASE CONCERNS ITSELF WITH PRECAUTIONARY MEASURES INDIVIDUALS CAN TAKE TO REDUCE THEIR CHANCES OF BECOMING VICTIMS OF ASSAULT, RAPE, ROBBERY, PURSE-SNATCHING, AND OTHER CRIMES AGAINST PERSONS. MUCH OF THIS INFORMATION IS COMMUNICATED THROUGH MASS MEDIA, SLIDE PRESENTATIONS, AND BROCHURES. PRECAUTIONARY STEPS CITIZENS CAN TAKE TO PROTECT THEMSELVES AGAINST THEFT AND FRAUD CONSTITUTE THE FOURTH PHASE OF THE PROGRAMS. THE PROGRAM IS DEVELOPING INFORMATIONAL MATERIAL ON RURAL CRIME AND ORGANIZED CRIME. MINNESOTA CRIME WATCH, ALTHOUGH COORDINATED AT THE STATE LEVEL, IS IMPLEMENTED AT THE LOCAL LEVEL BY EACH POLICE CHIEF AND SHERIFF AND HIS DESIGNATED PROJECT OFFICER. THE PROGRAM ENCOURAGES ORGANIZED CITIZEN AND YOUTH GROUPS TO PARTICIPATE IN CRIME PREVENTION ACTIVITIES. PRELIMINARY FINDINGS INDICATE THAT THE PROGRAM HAS HEIGHTENED CRIME PREVENTION AWARENESS.
