THE CONCEPTION, DEVELOPMENT, IMPLEMENTATION, AND EVALUATION OF THIS PROJECT, DESIGNED TO IMPROVE THE EMPLOYMENT STATUS OF PRISONERS AND REDUCE THEIR INCLINATION TO COMMIT NEW CRIME, ARE SUMMARIZED.
Abstract
THE COMPONENTS OF THE MONROE COUNTY PROJECT WERE THE FOLLOWING: VOCATIONAL EVALUATION; A WORK-ORIENTED SCREENING DEVICE TO HELP THE INDIVIDUAL MAKE A VOCATIONAL SELECTION; ACADEMIC INSTRUCTION; COUNSELING; AND JOB PLACEMENT AND FOLLOWUP. INTERPRETATION OF THE RESULTS, THEIR IMPLICATIONS AND APPLICATION TO THE CRIMINAL JUSTICE SYSTEM, PARTICULARLY TO THE CORRECTIONS FIELDS, ARE PRESENTED. THE GENERAL CONCLUSIONS INDICATE THAT: (1) THE PROJECT EFFECTIVELY REDUCED THE UNEMPLOYMENT RATE; (2) THE PROGRAM WAS EFFECTIVE IN REDUCING RECIDIVISM; AND (3) THE PROJECT ACHIEVED COST EFFECTIVENESS THROUGH EFFICIENT MANAGEMENT. IN ADDITION, THE REPORT CITES CERTAIN 'PSYCHIC' BENEFITS TO THE INDIVIDUAL CLIENTS, FAMILY AND FRIENDS, AND THE COMMUNITY AT LARGE.
