THIS STUDY EXAMINES THE GERMAN COUNTERPART OF HALFWAY HOUSES FOR JUVENILE DELINQUENTS, THE 'FLIEDNER-HAEUSER' IN THE STATE OF HESSIA, FEDERAL REPUBLIC OF GERMANY. THEIR ORGANIZATION AND SUCCESS RATE ARE ANALYZED.
Abstract
THESE HALFWAY HOUSES FOR BOTH MALE AND FEMALE YOUTHFUL OFFENDERS ARE COMPARED TO NOTABLE FOREIGN EXPERIMENTS. THE CENTRAL FOCUS OF THE STUDY, HOWEVER, IS DIRECTED TOWARD THE BEHAVIOR OF 85 JUVENILES ON WORK RELEASE PROGRAMS AT THE FLIEDNER-HAUS IN WIESBADEN FROM 1968-1971, AND TOWARD AN EXAMINATION OF THE RECIDIVISM RATE OF 100 JUVENILES RELEASED FROM THE FLIEDNER-HAUS GROSS-GERAU BETWEEN 1962 AND 1968. BESIDES ATTEMPTING TO DEPICT JUVENILES IN THEIR ENVIRONMENT, THE REPORT SEEKS TO DEMONSTRATE THAT WORK RELEASE OR DAY PAROLE PROGRAMS DO NOT POSE A GREATER SECURITY RISK THAN INSTITUTIONALIZATION AND THAT, IN FACT, SUCH PROGRAMS OFFER A POTENTIALLY SUCCESSFUL PEDAGOGICAL OPTION. THE STUDY DISCUSSES THE HISTORICAL BACKGROUND AND LEGAL ASPECTS OF THE HALFWAY HOUSES AND PROVIDES A GENERAL DESCRIPTION OF THE FLIEDNER-HAEUSER IN HESSIA. SPECIAL EMPHASIS IS GIVEN TO THE ORGANIZATION AND PEDAGOGICAL WORK AT THE FLIEDNER-HAUS IN WIESBADEN, AS WELL AS SELECTED PEDAGOGICAL PROBLEMS. FINALLY, RECIDIVISM RATES OF JUVENILES RELEASED FROM THE FLIEDNER-HAUS GROSS-GERAU ARE ANALYZED IN LIGHT OF OTHER RECIDIVISM STATISTICS. AN APPENDIX PRESENTS REGULATIONS OF THE FLIEDNER-HAUS WIESBADEN. REFERENCES ARE INCLUDED.
