INFORMATION ON THE CHARACTERISTICS OF COLLECTIVE BARGAINING AGREEMENTS COVERING FIRE, POLICE, AND SHERIFF'S DEPARTMENT EMPLOYEES IS PRESENTED.
Abstract
THE REPORT IS BASED ON A REVIEW OF 504 COLLECTIVE BARGAINING DOCUMENTS FOR 238 STATE, COUNTY, AND MUNICIPAL GOVERNMENTS IN 32 STATES AND THE DISTRICT OF COLUMBIA. ALL AGREEMENTS WERE IN EFFECT DURING 1972-73. MOST CLAUSE ILLUSTRATIONS ARE DRAWN FROM CONTRACTS EXPIRING DURING 1974-77. IN ADDITION TO COLLECTIVE BARGAINING AGREEMENTS, THE REPORT ENCOMPASSES RELATED DOCUMENTS SUCH AS MEMORANDA OF UNDERSTANDING, LETTERS OF AGREEMENT, ORDINANCES, AND OTHER UNILATERAL PROMULGATIONS. THE REPORT OPENS WITH DATA ON THE AGREEMENTS REVIEWED (BARGAINING UNIT DESIGNATION, LEVEL OF GOVERNMENT, EMPLOYEE ORGANIZATION AND AFFILIATION, REGION, OCCUPATIONAL GROUP, SIZE OF BARGAINING UNIT, CONTRACT DURATION). SUBSEQUENT CHAPTERS COVER ADMINISTRATIVE PROVISIONS; WAGE PROVISIONS AND ALLOWANCES; HOURS, OVERTIME, AND OUTSIDE EMPLOYMENT; PAID AND UNPAID LEAVE; PENSION AND INSURANCE BENEFITS; PERSONNEL POLICIES; GRIEVANCE, ARBITRATION, AND DISCIPLINE; AND NEGOTIATIONS AND NEGOTIATION IMPASSE PROCEDURES. DOCUMENTS FROM WHICH SAMPLE CLAUSES ARE EXCERPTED ARE IDENTIFIED IN AN APPENDIX. THIRTY-FOUR TABLES ARE INCLUDED.
