A TOTAL DESIGN FOR SECURITY OF NUCLEAR MATERIALS BEING USED BY PRIVATE INDUSTRIES IS PRESENTED. EVALUATION OF PRESENT PROCEDURES FINDS ONSITE SECURITY IS ADEQUATE, BUT SECURITY FOR MATERIAL IN TRANSIT NEEDS UPGRADING.
Abstract
THIS SPECIAL REPORT DEVELOPS A TOTAL SECURITY SYSTEM FOR BOTH NUCLEAR POWER PLANTS AND GOVERNMENT USERS OF SPECIAL NUCLEAR MATERIALS. PHYSICAL BUILDING SECURITY, TRANSPORT CONVOYS, AND RECRUITMENT AND TRAINING OF AN EFFECTIVE GUARD FORCE ARE EXAMINED. SPECIAL SECTIONS CONSIDER SPECIFIC THREATS TO NUCLEAR MATERIALS, VULNERABLE POINTS, EFFECTIVE PREVENTION OF THEFT, AND THE LEGAL IMPLICATIONS OF USE OF DEADLY FORCE IN THWARTING ATTACK. THE POWER OF PRIVATE SECURITY GUARDS TO ARREST IS ALSO DISCUSSED. HIRING GUIDELINES, CURRICULUM FOR A TRAINING COURSE, AND INSERVICE TRAINING FOR GUARDS ARE DETAILED. THE EVALUATION SECTION FINDS THAT PRESENT ONSITE SECURITY IS GOOD BUT THAT ATTENTION NEEDS TO BE GIVEN TO SECURITY IN TRANSIT. CLOSE COOPERATION WITH THE U.S. MARSHALS OFFICE AND OTHER LAW ENFORCEMENT AUTHORITIES IS ESSENTIAL TO PROVIDE MAXIMUM RETALIATORY FORCE IN CASES OF ATTEMPTED THREAT. OPERATIONAL PROCEDURES FOR A NUCLEAR MATERIALS CONVOY ARE APPENDED.
